I weirdly weigh the same as people the same height and who are very skinny. I however have noticeable fat rolls which leads me to believe that im just incredibley weak.

I’ve 2 weeks to work out, how can I gain muscle and lose weight at the same time?

Cut out all added sugar products, cut out all animal fats, that means no Macca's or thickshakes, eat lots of fruit and vegetables, cut right back on carbohydrates and increase protein. Eat only one or two meals containing red meat per week, eat lots of fish and white meat, no skin on chicken or turkey, no creamy sauces on pasta.

Exercise for hour per day to start with, wait for 1 hour after meals for food to digest, start off by walking, not running as your body may not be used to heavy exercise. Don't pay attention to shows like “Biggest Loser”, they’ve lots of insurance for competitors. You might initially only lose store water from your body but exercise is an ongoing thing, not a short term plan.

i was in the same boat as you when i was younger i am now 20 if you want muscle don't lose your weight you turn the fat into muscle as you work out i'm sure like i was i wanted quick results. but its can be slow while packing on muscle if you go on youtube there’s a very intense workout regime which the Spartans out of 200 used to get fit type in 300 workout etc, also i started using creatine which is very safe nutrient as ever always read the label but it gives your muscles the energy to go that extra mile and you will begin to see signs of change much quicker.

here’s an simple one, it's not fast though but you can do it all the time. When sitting at home or at a personal use a swiss ball to sit on instead of couch or seat. It works your mids and legs as well as improves your balance.
