Some state 30″ but I've seen skinny people with 34″ waist size looking perfect, a little more less than that would look awkward on them, so am confused and wondering if there is something called an best waist for men?

With apologies to Abraham Lincoln; the ideal size is whatever keeps their pants from falling down. As you've noted, overall size and build vary somewhat, so there’s no perfect size for everyone.
