most likely, those on such boards often fail to inform others when elections are so you can't vote, and then they announce the results after (a massage therapy board in Iowa ran this trick continuously, therapists would ask when the next election was, wouldn't be told, or told that the board doesn't know yet, and then the very next day the board would announce it had been re-elected, very crooked people often get onto boards, and are often originally placed there by their friends)
